Making a UAE Power of Attorney to Use Abroad: India, Russia and More

Living in the UAE but need someone to act for you back home? Learn the two routes for a POA that will be accepted abroad, with the steps for India and Russia.

Why you might need one

Many UAE residents keep property, bank accounts, family matters or a business in their home country. When you cannot travel, a power of attorney signed here lets a trusted person act for you there, but it must be prepared so that the other country’s authorities will recognize it. Common reasons include the following.

  • Selling, buying or renting out property
  • Managing a company or signing contracts
  • Representing you in court or before government offices
  • Handling bank accounts, where the bank allows it
  • Dealing with an inheritance or collecting official documents

Two routes to choose from

The first route is to sign before a UAE notary and then legalize the document so it is accepted abroad. The second, offered by some countries, is to sign directly at that country’s embassy or consulate in the UAE, where a consular officer acts as notary. The consular route usually involves fewer steps, but you must be in the UAE to attend in person, often by appointment.

The legalization route, step by step

Because UAE documents generally need full legalization rather than an apostille, each stage builds on the one before it. The broad order is the same for most destinations.

  • Draft the POA to suit the destination country’s rules
  • Sign before a UAE notary public, in person or through an approved online channel
  • Have the notarized POA attested by MOFA, the UAE’s foreign ministry
  • Have it legalized by the destination country’s embassy or consulate in the UAE
  • Obtain a certified translation into the language used in that country
  • Complete any further step the receiving authority requires once it arrives

If the POA is for Russia

On the legalization route, a POA notarized in the UAE is attested by MOFA and then legalized by Russia’s embassy in Abu Dhabi or its consulate in Dubai, after which it must be translated into Russian by a certified legal translator. Depending on how it will be used, the translation may need further endorsement, or the document may need attention from the foreign ministry in Russia. Alternatively, if you are in the UAE, you can book an appointment and sign the POA at the Russian mission itself, which produces a document that can be used in Russia without further attestation.

If the POA is for India

For Indian use, a POA is usually signed and attested through the attestation centre appointed by the Indian Embassy and Consulates, rather than through a UAE notary and MOFA. You sign in front of the consular officer, so attend in person with your papers and check the current requirements and fees beforehand.

  • Your original passport and a copy of the main and visa pages
  • The POA document, unsigned, with a copy
  • Two recent passport-size photographs
  • Supporting papers, such as a title deed for a property POA
  • A passport copy of your attorney, or government photo ID if they do not hold a passport

Drafting points that prevent rejection

Most refusals abroad trace back to the text rather than the stamps. Changing a POA after notarization and attestation usually means starting again, so get these right first.

  • Prefer a special POA limited to the task, unless you truly need broad powers
  • Spell names and ID numbers exactly as they appear on passports
  • Describe the property, company or case precisely
  • State a validity period where the destination expects one
  • Make sure the translation matches the original word for word

Timing and costs

Each stage carries its own fee, from the notary and MOFA to the embassy and the translator, and amounts differ by country and document type, so ask each office for its current charges. When the paperwork is complete the whole process can move fairly quickly, but appointment availability and resubmissions can add time. Remember that a POA that has expired, or that missed a legalization stage, may be refused when it reaches the other country.
